| 居民幸福指数作为衡量和评价居民生活质量的重要指数,随着社会经济的发展和进步而越来越广受重视。构建幸福指数评价指标体系,以便各级政府在贯彻落实科学发展观的进程中,自觉坚持发展为了人民、发展成果由人民共享的理念。要构建一个反映居民生活质量和主观幸福感受的科学的指标体系就必须贯彻一些基本的原则:完整系统原则、民生为重原则、科学有效原则、实际可比原则、政策导向原则。通过客观评价指标和主观评价指标两大部分可以综合测算一个地区的居民幸福指数。 |

| As an important index to measure and evaluate resident’s quality of life,People’s Happiness Index gains new emphasis with the improvement of our social economy.The construction of the Indicator System of People’s Happiness Index makes the governments at all levels adhere consciously to develop the idea for people and let people share all the development results in the progress of the Scientific Outlook on development.The construction of a scientific index system which will reflect people’s living quality and subjective awareness of happiness must implement some fundamental rules:holonomic system rules;people’s livelihood priority rules;scientific and effective rules;practical and comparative rules;policy oriented rules.We can calculate the People’s Happiness Index in one area through evaluating index objectively and subjectively. |
