| 政府公共服务职能的边界问题一直是学界关注的重点,要清楚地界定政府公共服务职能,必然意味着做出某一种理论选择。基于西方学者关于政府职能的理论演进,可将西方政府的公共服务职能划分为三个阶段:较为被动的守夜人式政府、能动的福利国家式政府、理性的多元合作政府。同时,政府的公共服务职能演进过程,也是伴随着市场组织、社会组织的不断发展与发育。 |

| The border issue of governments’ public service functions has been the focus among scholars for a long time.To clearly define the governments’ public service functions,we need to make a certain kind of theory choice.In fact,based on the evolution of western theory on the public functions of government,the development process of Western governments’ public service functions can be divided into three stages:the night watchman style government,the welfare state style government,and the rational multi-cooperation style government.Meanwhile,the evolution process of Western governments’ public services functions is accompanied by the development of market organization and NGOs. |
