      教师培训是提高农村中小学教师素质的重要途径,教师培训尤其是农村中小学教师培训需要强有力的保障机制。制约当前农村中小学教师培训顺利开展的因素包括政策体系保障性不强、培训质量不高、经费投入不足、督导评估机制不健全等四大方面。加强农村中小学老师培训就必须针对当前的制约因素,通过强化政策、质量、经费、监督等四大方面的保障,实现法制化、规范化、常态化、长效化,从而推动农村中小学教师培训的健康发展,实现提高教师素质的目标。
英文摘要:
      Teachers’ training is an important way to improve the quality of primary and high school teachers of rural areas.Teachers’ trainings,particularly primary and high school teachers’ training,needs a strong guarantee mechanism.The current training of primary and high school teachers is restricted by four factors,which include a weak guarantee of policy system,a low quality of training,insufficient funds,and an imperfect mechanism of supervision and assessment.Based on the these restricting factors,the training of primary and high school teachers should foster its guarantees in policy,quality,fund and supervision,so as to realize the legalization,standardization,normalization and long-term efficiency,promote a healthy development of primary and high school teachers’ training in rural areas,and realize the goal of improving the teachers’ quality.
