| 随着自然垄断行业的规制改革不断推进，对规制改革效果的评价日显重要，其对行业效率的影响是一个重要方面。采用Trnqvist指数测算了我国电力行业在1993~2008年间的全要素生产率（TFP）变动，发现在考察期间内我国电力行业的TFP整体上呈现出不断上升的趋势，尤其是2002年的规制改革实施后TFP的上升更为明显。随后通过建立回归模型对全要素生产率的影响因素进行了检验，结果显示出第二产业的发展、技术进步和电力行业规制改革对全要素生产率提升均有明显的推动效果，由此判断,我国电力行业2002年的这次规制改革产生了良好的生产率提升效应，也为今后电力行业的规制改革指明了基本的方向。 |

| Natural monopoly regulatory reform has greatly sparked our interest. It is believed that changes of the industry productivity efficiency are an important criterion to evaluate the regulation reform. The purpose of this study is to examine Chinas electric power industry efficiency under regulatory reforms in order to evaluate the reform effect and get some references for the future reform. In our research, we first review Chinas electric power industry regulatory reform path for the past 20 years, and then calculates the T?rnqvist index as the total factor productivity efficiency of Chinas electric power industry in the years of 1993-2008. We find that Chinas electric power industry productivity has greatly increased during the study years, especially after a comprehensive reform of institutions in 2002. TFP improvement is quite obvious. We then use a regression model to test the productivity factors with the perspective of efficiency and total factor productivity, confirming that the regulatory reform of the electric power industry has a significant positive impact on the TFP. So it has been proved that regulatory reform in Chinas electric power industry has promoted the development of the industry; in other words the regulatory effect is positive. Finally, based on the empirical results and the actual fact in China, we have made some suggestions on how the government should regulate the electricity industry more appropriately in the future. |
