| Taking Henan Polytechnic University as an example, this paper attempts to analyze both the three level goals, i.e. macroscopic goal, mesoscopic goal and microscopic goal, and the three stages, i.e. initial stage, interim stage and mature stage of the universities' international cooperation and exchanges. It also proposes the principle that the goals and the stages should be set according to both the national reform and opening up, and the actual conditions of the university. |
