      1951年2~6月,英国由赞成中国联合国代表权转向支持搁置对这一问题的讨论。除了美英特殊关系外,英国立场的转变还在于联合国的投票形势对新中国不利。随着中国人民志愿军加入朝鲜战争,对战事扩大的恐惧开始在联合国蔓延。包括英国在内的联合国成员国开始怀疑新中国能否遵循联合国宪章共同维护和平,新中国的加入会否增加苏联在国际舞台上的政治砝码。英国在分析投票形势后认为,此时并非新中国争取联合国代表权的时机,故投票赞成在联合国各机构中推迟对中国代表权问题的讨论。
英文摘要:
      From February 1951 to June 1951, UK changed her stance from approval of altering Chinas right of representation in the UN to the support of suspending the discussion of this issue. Beside the special relation between U.S.A and the UK, the change of Uks stance lies in that the situation for voting in the UN was unfavorable for the new China. As the Chinese Peoples Volunteer Army got involved into the Korean War, the member countries of the UN, including UK, feared the war would expand, and they started to doubt whether the new China would follow the cooperative spirit of the UN Chart and mutually preserve the peace. In addition, it was doubted whether the new Chinas access to the UN would add the political weight of the Soviet Union on the international stage. After having analyzed the situation for voting, UK believed that it was not the good time for the new China to strive for her right of representation in the UN, thus UK voted for postponing the above discussions in the UN agencies.
