      扩大民主是干部工作的价值目标和热点难点问题。当前我国干部工作的民主化程度还不够高。民主与权利密不可分。民主化的程度,取决于公民权利实现的程度。在我国法治化的进程中,深化干部人事制度改革,推进干部工作的民主化,必须保障和落实公众在干部工作中的知情权、参与权、表达权、选择权、监督权。
英文摘要:
      Expanding democracy is the value goal and the difficult as well as the hot issue of cadre work. Currently, democratization degree of cadre work in China is not high enough. Democracy is inseparable from rights. The democratization degree depends on the realization of civil rights. In the process of rule of law in China, it must guarantee and commit the public’s rights to know, to participate, to express, to choose, and the rights to supervise in cadre work, in order to deepen the reform of cadres’ personnel policy and promote the democratization of cadre work.
