Abstract:The popularization of higher education has its anticipatory value, which is usually guided by ethical principles. Ethics, as a kind of soft restraining force, lacks enforceability, and its effect on individual as well as group is limited. Therefore, it is necessary to externalize ethical and moral requirements into an ethical system of feasible moral code and principles to be followed by group members with group character, heteronomy and enforceability. Thus, from the moral aspect, we need to construct a new ethical basis for higher education popularization, education equity and justice being its principle, humanism and the sharing principle being its content, personality development being its ultimate aim, combined with humanitarianism-orientation. The harmonious co-existence and integration of these principles are the ethical quality of higher education popularization.
