rounded on legality, fairness and justice, and due process of law, legal thinking of civil servants should pay attention not only to the mode of thinking from externally dominant mode of thinking to become internalized in the heart of the process, but also to lay emphasis on the dominant mode of thinking into the external behavior. Internalization in the heart of the process needs to strengthen legal education to promote the use of legal language, intensify the rule of law in practice, establish socialist rule of law and its culture, etc; externalization process needs to guide national governance of rule of law, to encourage actions in accordance with the rule of law, and to support the supervision of the exercise of power, etc.
