The border issue of governments’ public service functions has been the focus among scholars for a long time.To clearly define the governments’ public service functions,we need to make a certain kind of theory choice.In fact,based on the evolution of western theory on the public functions of government,the development process of Western governments’ public service functions can be divided into three stages:the night watchman style government,the welfare state style government,and the rational multi-cooperation style government.Meanwhile,the evolution process of Western governments’ public services functions is accompanied by the development of market organization and NGOs.
