The Sixth Plenum of the 17th Central Committee of the Communist Party of China determined culture industries as a backbone industry in the national economy,which provides a rare opportunity to promote the development of creative industries.Being the "resource-conserving and environment-friendly" industry,creative industries are at the top of the value chain,and "A Resource-Conserving and Environment-Friendly Society" is the low-carbon society that the industry constantly innovates.Creative industries,particularly creative industries of culture in Hunan Province,have good foundations and has its own features in the whole country.Thus,to speed up the development of creative industries in Hunan Province can better promote the construction of "A Resource-Conserving and Environment-Friendly Society".
