Gongde in Chinese is public morality for short.Gongde should not mix up with social public morality.There are two basic dimensions,that is political dimension and social dimension.Political dimension is embodied in the vertical relation between the citizen and the state,i.e.the political community,which can be divided into two dimensions,i.e.how the state treats its citizen and how the citizen treats his state.Social dimension refers to the horizontally communicative relation among citizens.Social public morality is the one in public life observed from social dimension.
