Based on the comparative study of the two countries relief system, this paper gives a full consideration to the actual situation in China. From the perspective of criminal behavior, crime subjective aspect, behavior of the prosecution, conviction and not the victim and offender relationship, the perpetrators of the performance impact of various relief system implementation factors, this paper analyzes and argues the objects and the scope of Chinas criminal victim relief system.
