Realizing and safeguarding the social justice is the governments primary duty and core objectives. It has become a top priority of the current social management to solve the problems properly related to the social justice. In the innovation of the modern social management, the government should keep the social justice as its core value orientation, reframe its idea of justice, build a system of management with the combination of dynamical systems and justice systems, establish and perfect its structure of good governance, promote the development of a just government based on the core conception of service, responsibility, laws and building a clean government, and lay stress on the construction, and implement of the policies and institutions to maintain a just government.
