Abstract:Inclusive innovation needs to establish a certain relationship of market economy between enterprise and the impoverished. However, the environment they face lacks the institutional arrangements and basic conditions which support the efficient operation of market mechanism, innovation activities base more on social relationships. Because the social network between enterprise and the impoverished is very loose, presents a kind of weak ties. In this context, information holes, resources holes and market holes emerge because of information asymmetry and the lack of information channels, the shortage of funds and knowledge skills , the lack of institutional arrangements and basic conditions in the process of inclusive innovation. To cross the above structural holes between enterprise and the impoverished, the study introduces third-party, i.e. the Non-Governmental Organization (NGO) to build a bridge for the two to promote the flow of information resources、the coupling of social networks and the establishment of trust relationships.
